When can special VFR be requested and what are your responsibilities?

A
A) By day when VMC does not exist, doesn't unduly delay an IFR flight, for the purpose of entering or exiting a control zone.
RESPONSIBILITIES: Flight is conducted clear of cloud, visibility is not less than 1600m, the flight can be conducted in accordance with CAR 157 with regard to low flying, special VFR is not permitted in class E airspace

5000m Vis, 600m Horizontally clear of cloud, 1000 ft vertically above cloud and 500 ft vertically below cloud.

*ATC may permit Special VFR if above criteria is not met.
