A
A Venue is properly laid in a district where: (need only one, but take them in order listed)
- Any defendant resides, so long as all defendants reside in the same state
- A substantial part of the events or omissions occurred
- All the defendants are subject to PJ (can’t consider this option unless the first two are thought about)

A transfer of venue is permitted if:
- The transferee (the new target) venue satisfies 1391
