Proper Venue
A
Venue is proper in any district where
1) any D resides (if they are all residents of the same state
2) where a substantial portion of the claim occurred
3) where a substantial portion of the property is lcoated, if it is at issue, or
4) if none of the above, anywhere a D is subject to PJ

Transfer of Venue
A
Proper venue: Court may transfer if
1) convenient for the witnesses & litigation or
2) interest of justice require it
Improper venue: Court must 1) dismiss case or
2) transfer case to a proper court
