What is a driver number?

A

Every UK driving license has a driver number. This is a unique reference by which DVLA identifies an individual, and is assigned to a single driver record.

A foreign license holder (with no UK license) can have a UK driver number if he/she has been dealt with for an offence in the UK and issued penalty points.

The first and last digits are derived from the year of birth, e.g 6 1120 5 shows the year of birth is 1965.

The second and third digits represent the month of birth and the gender. For a female, 5 is added to the second digit, so for a female born in November the cluster would be x61xxx, and for a female born in July, it would be x57xxx.

The fourth and fifth digits show the day of birth.

The first two characters represent the persons initials (if there’s only one initial 9 is used instead).

The third number and final two letters are computer generated. If the first 13 digits of the driver number are unique then the third digit will be a 9, otherwise it will be an 8 or 7 etc.

Supervision requirement

A

Supervision is required for drivers with a provisional entitlement when driving vehicles with four or more wheels (such as those in category B, C, D and derivatives of these).

Must be supervised by a qualified driver (reg 16(2)(a) who must be at least 21 years old with a full license for over 3 years (reg 17(1) and (2)).

There are some situations where a driver with a provisional entitlement can drive without supervision, such as:

A

The DVLA driver record will be marked as such, and a Disqualified Driver (DD) tab will appear on the PNC names file.

License will also be revoked.

The court will decide the duration of the disqualification, taking into account the offence and the driver’s offending history.

DTTP or ‘Disqualified Til Test Passed’ .

This requires the driver to pass a DVSA test to regain his/her license and os often imposed in addition to a conventional disqualification.

s 103(1)(a) and (b) of the Road Traffic Act 1988.

The court will require evidence of the original disqualification such as a certificate of conviction under s 73 of the PACE Act 1984, the defendants admission (interview or court), or a statement from a person who was in court when the disqualification was imposed.

The individuals license is effectively suspended, pending resolution of the circumstances, and the person is no long authorised to drive under any entitlements of the licence.

A

Proof that the vehicle is registered, and shows the details recorded on the register.

A vehicle is not properly registered if any of the particulars recorded in the register are incorrect or incomplete.

It is an offence to use a vehicle that is not properly registered on the road or in a public place (s 43C(1) of the VERA 1994).

A

This is payable on any vehicle used or kept on a public road, and is covered under s 1 of VERA 1994.

Also referred to as ‘vehicle licensing’ and ‘road tax’.

Registered keeper is responsible for paying VED, and for arranging a Statutory Off Road Notification (SORN).
