Bill of Rights
Expands on the citizens’ rights included in the US Constitution.
Distribution of Powers
Establishes three distinct departments—the legislative, executive and judicial, as well as the separation of powers.
Legislative Department
Establishes and invests power in “The General Assembly of the State of Missouri”, which consists of a senate and house of representatives.
Executive Department
Denotes that supreme executive power shall be vested in a governor. Establishes the executive departments.
Judicial Department
Indicates that the judicial power of the state shall be vested in a supreme court, a court of appeals consisting of districts as prescribed by law, and circuit courts.
Local Government
Recognizes existing counties as legal subdivisions of the state.
Public Officers
Discusses impeachment, tenure of office, appointments, etc.
Suffrage and Elections
Details voter qualifications, methods, and registration.
Education
Indicates that the general assembly shall establish and maintain free public schools for all persons in the state within ages not in excess of twenty-one years.
Taxation
Taxing power may be exercised by the general assembly for state purposes, and by counties and other political subdivisions under power granted to them by the general assembly.
Corporations
Establishes rules for corporations.
Amending the Constitution
Outlines the process and rules regarding amendments
Public Employees
Discusses the medical benefits and compensation of public employees.
Executive Branch
includes the governor, lieutenant governor, secretary of state, auditor, treasurer, attorney general, etc.
Judicial Branch
headed by the Missouri Supreme Court, also includes appellate and circuit courts
