What are the Guiding Principles of the UOF Policy (Verbatim)
Only that force reasonably necessary under the circumstances may be used. Force shall not be used where assigned duties can be discharged without it. Excessive force may never be used; however, nothing in the application of the Coast Guard Use of Force Policy shall be construed as to require personnel to meet force with equal or lesser force.
Four Types of Subjects
Passive Compliant, Passive Resistor, Active Resistor, Active Aggressor.
Define Passive Compliant Subject
a subject who follows the officer’s requests or verbal directions; (1-3 level)
Define Passive Resistor Subject
a subject who does not follow the officer’s requests or verbal; directions, but offers no physical resistance to the officer’s attempts to gain control. (1-3 level)
Define Active Resistor Subject
a subject who does not follow the officer’s requests or verbal directions, offers physical resistance that prevents or may prevent the officer from gaining control, but does not attempt to harm the officer (e.g., bracing or pulling away, attempting to flee); (4-6 level)
Define Active Aggressor Subject
a subject who attempts to harm or attack the officer. (4-6 level)
Define Level 1 of UOF Continuum (verbatim)
-Officer Presence-
is appearance, demeanor, and verbal and non-verbal communication that create an atmosphere of compliance.
Define Level 2 of UOF Continuum (verbatim)
-Verbal Commands-
task direction with consequences aimed at the subject.
Define Level 3 of UOF Continuum (verbatim)
-Control Techniques-
TECHNIQUES OR ACTIONS with a “LOW” probability of causing connective tissue damage, lacerations of the skin or broken bones. These techniques include the proper use of restraint devices (normal application) and pain compliance and strength techniques.
Define Level 4 of UOF Continuum (verbatim)
-Aggressive Response Techniques-
TECHNIQUES or ACTIONS “LIKELY” to result in connective tissue damage, lacerations of the skin, or broken bones or that will produce irritation of the skin, eyes, and/or mucous membranes. These techniques include the proper use of kicks, stuns, punches, takedowns, and chemical irritants (OC).

-Intermediate weapons-
are techniques or actions with a high probability of causing connective tissue damage, lacerations of the skin or broken bones. i.e. expandable baton.
Define Level 6 of UOF Continuum (verbatim)
-Deadly force-
is any force that is likely to cause death or serious physical injury.
