Why Do We Use Force
Effectively stop unlawful resistance as quickly as possible
officers must strictly adhere to applicable legal standards, agency policy, and procedural justice

Officers actions must be objectively reasonable in light of the facts in circumstances confronting them
The reasonableness of a particular use of force must be judged from the perspective of a reasonable officer on the scene, rather than with the 20/20 vision hindsight
Police are often forced to make split-second judgment in circumstances that are tense, uncertain, and rapidly evolving

-Was the person experiencing a medical emergency that rendered him incapable of making a rational decision under the circumstances that posed an immediate threat of harm to himself or others

Duty to Intervene
An officer shall report the incident to an appropriate supervisor as soon as reasonably possible but no later than the end of officer shift
