UOF guiding principles
Only that force reasonably necessary under the circumstances may be used. Force must not be used where duties can be discharged without it. Excessive force shall never be used; however nothing in the application of the coast guards use of force policy must be construed as to require personnel to meet force with equal or lesser force.
Three types of self defense
Self, unit, national
Five non-deadly force situations
Any level of force other than deadly force.
Individual and unit self defense
Compel compliance with a lawful order the CG has authority to issue.
Prevent a federal crime/where CG has authority to act on behalf of that state or foreign government.
Effect a lawful arrest/ prevent escape where PC federal crime was committed/non-federal if acting under non-federal authority.
Prevent theft of, intentional damage/destruction of property that CG has authority to to protect.
Compel evacuation of vessels subject to jurisdiction of US. Usually not more that lvl 3
Deadly force
Force likely to case death or serious physical injury.
Serious physical injury - actual physical injury to the body that results in unconsciousness, protracted and obvious disfigurement, protracted loss or impairment of the function of a bodily member, organ or mental faculty.
Deadly force situations
Self defense, individual or unit.
Vessel on vessel imminent threat of death or SPI to self others or unit
Lawful arrest or prevention of escape PC that a felony involving deadly force, suspect was armed/threat to others failed to o eh order to halt.
Protection of property, requires authorization, vital to national security.
Protection of hazardous materials or deadly weapons, theft, sabotage, unauthorized control, damage or destruction.
Airspace security.

Deadly force is authorized or reasonable possibility that deadly force may be required.

Arrest a suspect during a boarding
Seizure and taking into custody of a person believed to have committed a crime occurs by the use of physical force or display of official authority, to which the person submits.

Custodial situation
Reasonable person in subjects position would believe their freedom of movement has been limited in a way that approaches a formal arrest.
