April 1864 - 10% of rebel states’ electorate had to take an oath of future allegiance to the union,
accept African Americans right to vote and
support all existing acts of Congress regarding slavery to be readmitted.
What is the 13th Amendment?
Emancipation!
It was passed by Lincoln in Nov. 1864
approved by Congress in Jan 1865.
By end of 1865 enough states ratified it for it to become law
What was the Freedman’s Bureau?
Agency to help former slaves
Set up for 1 year but extended
Advice on education and employment
Helped establish schools
What was the Wade Davis Bill?
Jun. 1865
Senators Davis & Wade unhappy with 10% plan, so introduce their own bill
- calls for 50% of states electorate to take much tougher oath.
Vetoed by Lincoln
When was Johnson president?
1865 to 1869
What was Presidential reconstruction?
Before Congress could reconvene, he launched his own reconstruction
He wanted southern states to be restored to the Union ASAP

Aimed to continue the Freedman’s Bureau & give it additional powers
BUT Johnson vetoes it in Feb. 1886
