when a citys population grows to large that the city has to expand outwards.
what is urban consolidation
when a city cant expand outwards so the city is forced to expand upwards due to geography or country borders.

inequality can develop meaning those closer to the city center have better access to infrastructure, facilitys and imployment compared to those living in the outskirts.
