What are implied powers?
Powers not explicitly stated, neccessary to function.
What are expressed powers?
Powers written in the constitution in Article 1.
Reapportionment
If a population changes, they have to change how many congressmen they have.
Gerrymandering
Redrawing district lines to favor a group.
Redistricting
Redrawing boundaries of the districts.
Filibuster
Senator can talk on and on to stop a bill from passing.
Cloture
How the senate tries to stop a filibuster from happening
Veto Override
After the presidential veto, congress can still pass a law if 2/3 of the house and 2/3 of the senate both agree.
Pigeon Hole
To allow a bill to die in committee.
Pocket Veto
The president doesn’t reject or accept the bill within 10 days, so the bill doesn’t pass.
How does a bill become a law?
1) Proposal
2) Intro of the bill
3) Reference to committee
4) 1st house debates, then votes
5) 2nd house debates, then votes
6) Sent to conference committee
7) Return of the bill, final approval
8) Enrollment, ratification, publishing
