A process in the House to bring a bill out of committee and to the floor for a vote without the committee’s approval, requiring signatures from a majority of House members
Discharge petition
A Senate tactic where a member speaks at length to delay or prevent a vote on a bill, requiring a 60-vote cloture to end.
Filibuster
The portion of the federal budget that Congress decides on annually through the appropriations process; they can choose how much to allocate to specific programs like education, defense, and transportation
Discretionary spending
A portion of the federal budget that Congress is required by law to spend; these include Social Security, Medicare, and Medicaid
Mandatory spending
A government-sponsored program that provides guaranteed benefits to individuals who meet specific eligibility criteria, such as age, income, or disability
Entitlement Programs
when expenditures in the budget exceed revenue (taxes)
Deficit
A representative makes decisions based on their judgment and the national interest, not just constituents’ wishes
Trustee role
A representative acts according to constituents’ preferences, regardless of personal views
Delegate role
A hybrid approach where representatives act as trustees or delegates depending on the situation
