Redistricting
• Each state legislature sets the district every 10 years
Speaker of the House
• Leader of the House of Representatives
• Elect by the House’s majority party
Size
• Equal representation from each state
• 2 members per state
• 100 total members
Qualifications
• 30 years old
• Citizen of the United States for at least 9 years
• Live in the state that they are elected from
Term
• 6 Years
• Staggered election so that 1/3 to the Senate is elected every 2 years
Purpose of Committees
• Allows Congress to divide the workload
• Allows lawmakers to become specialists in a particular area
• Limits the number of bills that reach the floor for vote
Standing Committees
• Permanent groups
- Appropriations
- Armed Services
- Banking, Housing, and Urban Affairs
- Budget
- Finance
- Foreign Relations
- Homeland Security and Governmental Affairs
- Judiciary
- Veterans’ Affairs
Subcommittees
• A group within a committee that specializes even more that the committee
• Committees may have several subcommittees
Joint Committees
• Committees with both House and Senate members in it

• Article I establishes the Legislative Branch
• It contains about half of the words of the Constitution

• Made up of two houses

• Each term lasts 2 years
• Begins on January 3 of each odd year
• Broken into 2 sessions
Quorum
• The minimum number of members who must be present to permit the legislative body to take official action
• Must consist of a majority of the members
Gerrymandering
• A state legislature that draws district boundaries to gain an advantage in elections
