Cloture Rule
end of debate on a bill if 3/5 of members agree (SENATE ONLY)
Filibuster
one or more members (usually minority) stall or prevent the decision of a bill (HOUSE OF REPS ONLY)
Trustee model
Usually for Senators or or people that have been in gov for a while. Make decisions based on their OWN judgement
Delegate Model
Usually for Representatives or people that have been in gov for a short time. Make decisions based on their constituents’ wants
Politico Model
A mixture between trustee and delegate model
Enumerated Powers
List of powers that only federal government has jurisdiction over
Examples: declare war, establish post offices, provide and maintain navy/army, commerce
Omnibus Bill
A large bill made up of numerous small bills on a general topic
Example: A large bill on tax law including income, corporate, and sales taxes
War Powers Act
- No president can go 90+ days without getting permission from Congress or Congress declaring war
20th Amendment
moved the beginning and ending of the terms of the president and vice president from March 4 to January 20, and of members of Congress from March 4 to January 3.
22nd Amendment
No one can be elected into presidential office more than twice
23rd Amendment
Residents of Washington, DC has the right to vote for President and Vice President
25th Amendment
If the president is ever removed from office, then the vice president shall be the new president
Civil Service Reform of 1978
- employees can unionize, bargain collectively, and participate in agency management in decision making for working conditions
Pendleton Civil Service Act
Established a merit based system for federal gov jobs, and fed employees are selected through competitive exams
Sunshine Act
A federal law that requires manufacturers of covered drugs, devices, biologics or medical supplies to collect detailed information about payments and other “transfers of value” worth more than $10 from manufacturers to physicians and teaching hospitals.
