    -has negative view towards human nature

A

-people are inherently good and have been corrupted by civilization and society
-believed that humans are naturally free and are equal in principle
-laws should be made by the “will of the people!!!!!! (main ans)

-Locke sees some use in the government, Rousseau does not.
-Locke believes that the government’s actions should be approved by the people
- Rousseau believes, the people’s will should do the governing
