Federalism
Power is divided between central government and state government
Enumerated/Expressed Powers
Powers granted to the federal government stated by the constitution, ex: war, coin money, etc
Reserved Powers
State powers not stated in the constitution, ex: establish school curriculum and intrastate commerce
Concurrent Powers
Powers shared by both state and federal government, ex: establishing crime and punishment and making laws
Implied Powers
Additional powers that are reasonably granted from the expressed powers
Nullification
State can overrule a law if they think it is against the constitution
Commerce Clause
Federal government has the right to regulate interstate and foreign trade
US v. Lopez
Made a federal law banning guns in school zones
Unitary System
Power is centralized in one part of the government
Confederal/Confederate System
Power is primarily given to the states with a weak central government
Mandates
States must follow these set by the federal government
10th Amendment
Powers that are not said said in the constitution or ruled out by the central governement are reserved to the states or the people
14th Amendment
No state may make or enforce a law that goes against the peoples rights
Block Grants
Money given for a broad pupose, like education
Categorical Grants
Money given for a specific purpose, like money given for a states free lunch program
McCulloch V Maryland
The federal government could set up a bank and states did not have the power to tax the federal government
Necessary and Proper Clause
Allows congress to make laws in order to carry out other powers and those of the federal government
Initiative
Process where voters can, by petition, create a law or amendment and submit it to be voted for
Referendum
Allows voter state level to approve or disapprove legislative decisions like laws or amendments
Recall
Voters can remove government officials before their term is over
Conditions of Aid
Terms set by the government that states must meet in order to receive financial aid
Federal Revenue Sharing
Distribution of tax money from one part of the government to another. For example, the federal government giving state governments tax money
