Development involves creating the solution by manipulating or coding the solution, checking the accuracy of data input by validation, ensuring a solution works through testing and documentation that allows users to interact or use the solution.
Evaluation involves assessing a solution to ensure it has been successful by working out an evaluation strategy and reporting on the success of the solution.
