Open process tendering
One stage process (send the invite to anyone who wants to bid)
No pre-qualification (you send pack out, they send the bids back and you evaluate)
Bids evaluated using pre-agreed selection criteria
This is used: When there is a clear specification, its less complex, price is the main factor, low number of bids expected
Restricted process tendering
Two stage process
Advertise, and suppliers come back
Stage 1: Has a PQQ stage
Invitation is only sent out to those who are successful after the PQQ
Remove unsuitable bidders
Stage 2: Send tender docs only to those who are short listed
Evaluate bids and select winner
This is used: Stringent requirements so want to pre-qualify to make sure they have the capability, stringent quality requirements, used when a high number of bids expected
