unincorporated governmental districts of the Commonwealth created for the convenience of the sovereign. Viewed as units of the state government (so have sovereign immunity) and the entire state is divided into counties. Normally provide broad range of services to residents.
Cities, towns, and other municipal corporations
corporations created to serve the interests and needs of particular populated areas, which are given governmental and business powers and privileges within defined boundaries by charter provisions and code sections
cities
communities within a defined boundary with a population of 5,000 or more, incorporated by a charter approved by the legislature. completely independent of counties. cities provide a full range of services to residents
towns
more limited incorporated communities within a defined boundary having a population of 1,000 or more. towns are not independent of county and residents are subject to county ordinances and taxes.
service authorities
created for defined purposes, such as publicly controlled sanitary districts, entities are often joint projects of 2 or more localities and each entity must be created by the general assembly
