Why is turnout less in safe seats?
Given their seat is often a forgone conclusion, people see it as pointless to vote.

Why is turnout higher in marginal seats?
It is higher because marginal seats mean the leaders are contested and can change, therefore making more people vote as their mp can change and their votes will be worthwhile
