The Bloc didn’t directly challenge the Tsar but instead tried to persuade him to make concessions in order to win WW1
Why did the Bloc form?
Because the Duma wanted the Tsar to replace his incompetent cabinet with a ministry of national confidence made up of members of the Duma, the Tsar rejected the Duma’s proposal
Why was the Tsar’s rejection of the Duma’s proposal significant?
Because when the Tsar rejected their proposal he also consequently destroyed his last opportunity of retaining the support of the politically progressive parties
What was the Tsar’s response to the Bloc?
The Tsar refused to listen and in 1915 he suspended the DUMA
Who formed the Progressive Bloc?
Duma deputies formed the Bloc
