Truman took a decision as president of the USA 🇺🇸 that they would stand up to the USSR 🇷🇺.This became known as the Truman Doctrine.

USSR 🇷🇺and USA 🇺🇸 both asked there embassy’s to report on each others attitudes regarding future hostilities. The reports came back as telegrams: Kennan long telegram and Novikov telegram.

Kennan Long telegram went from Moscow to Washington in 1946. Name of US ambassador George Kennan. Novikov telegram sent from Washington to Moscow by Nikolai Novikov.
What worried the US government in Kennans long telegram?
Kennan reported Stalin wanted to destroy Capatalism. But Kennan also said he thought Soviets would back down against USA. This shaped Guthrie attitude of USA to USSR, including policy of “Containment”
What was in Novikovs telegram?
Novikov reported to Moscow that USA 🇺🇸 might want to use big military might to dominate whole world. He said that after Roosevelt’s death, USA 🇺🇸 no longer wanted cooperation with Russia 🇷🇺

Made both countries very suspicious of each other therefore building tension between them both.

Britain was nearly bankrupt and could no longer give aid to other countries, Britain 🇬🇧 announced no more military support against communism. Truman decided to take action, by announceing economic aid to Greece 🇬🇷 and Turkey 🇹🇷

No. Truman took opportunity to say what he saw as differences between democracy and communism. He painted Communism as bad.

Why did Eastern European countries not benefit?
Because USA 🇺🇸 said all countries had to agree to a finance review, but Truman knew Stalin would not agree. Therefore no benefit from Marshall plan.
