What caused the Truman Doctrine?
Truman feared communist would start uprising in Italy so he wanted to strengthen non-communist forces so he tried to convince congress to give him money to do so

- stressed need to improve economic conditions in Europe

What happened during the Paris negotiations?
- 17 states promised to liberalise trade
- Germany’s economic revival was declared essential (carefully controlled to protect its neighbours
- Co-operation on development of hydro-electric sources and production targets were set for coal steal etc
- no supranational authority to force them to carry this out
What was the Marshall plan?
- Offer of aid package
- funds distributed by supranational organisation
What was the Soviet response?
-Stalin put pressure on Eastern Europe to boycott Paris conference (marked the end of attempts to maintain GA)
-Sep 1947 invited leaders to discuss setting up Cominform
which would coordinate policies of communist parties in Europe
