Children that are highly unintelligible and are treated in a cycle.

Cycle might include stopping, gliding, cluster reduction, (multiple processes) and going back in that same order all over again

Not working on mastery and can take weeks to complete

Re-test and if any process still has 40%, cycle through again until they hit below 40%
