The traffic unit shall investigate departmental crashes involving?
Death and serious bodily injury.
Who will be consulted prior to the dispatching of traffic personnel to the scene of departmental crashes not involving death or series bodily injury?
Traffic unit supervisor or shift Commander.
Crashes with any of the following conditions will receive priority:
- Death or injury
- Hit and Run
- Impairment of an operator due to alcohol or drugs.
- Hazardous material
- Disturbances between principles
- Damage to public vehicles, property or government-owned vehicles
- Major traffic congestion as a result of the crash.
- Damage to vehicle to the extent towing is required.
Patrol sergeants may authorize alternative or delayed responses to minor property damage crashes during the following events?
- Periods of intensely inclement weather
- Patrol personnel shortage
- High volumes of calls for service
The first officer at the scene of a crash is responsible for:
- Administering emergency medical care and providing basic life support.
- Summoning fire department support and or additional assistance.
- Protecting the crash scene.
- Preserving evidence with a short life span.
- Establishing a safe traffic pattern around the scene.
- Locating witnesses and recording crash information.
- Expediting the removal from the roadway of vehicles, persons and debris.
- Assessing the extent of hazardous material contamination if present.
- Requesting a sufficient number of additional units in order to restore the piece and prevent injury in the event that there is a disturbance among principles or others on the scene.
Officers shall investigate and prepare written reports for any traffic crashes occurring on public thoroughfares or on private property open to the public when any of the following conditions exist:
- Death or injury is expected, imminent, or known to exist.
- Hit and run
- An involved driver is believed to be intoxicated or under the influence of alcohol or drugs.
- Damage to government vehicles or property.
- Crashes involving hazardous material.
- Any vehicle is damaged to the extent that towing is required.
- Anytime an owner, driver, or passenger who is party to or involved in a crash request that an investigation/ report be completed.
- In any crash where the investigating officer charges any party with a “must appear” violation.
Hit and run crashes will be investigated and reported as:
- All fatal or serious hit-and-run crashes shall be fully investigated and reported, regardless of the length of time taken to notify police.
- Routine hit and run crash involving minor property damage only, that are reported within (8) hours of their occurrence or Discovery shall be investigated and reported.
- Property damage hit and run crashes that are not reported within (8) hours may not be investigated unless sufficient evidence exist to enable officer to conduct an investigation.
Crashes are curing on privately owned property and not open to the general public which result in death or personal injuries will be investigated in the same manner as and documented in what manner:
- Suspicious death
- Injured subject
- Field Report
The first officer at the scene of a crash is responsible for:

Traffic crashes involving the exposure of hazardous material must be handled with extreme caution.
Officers shall advise communication that a HAZMAT situation exists and request that Fire Department
personnel be dispatched to the scene to mitigate the exposure of hazardous materials. Officers should
approach the scene only after making adequate observation and determining a safe route. Additionally,
officers will:

Ensure that all persons on the scene are evacuated to an area safely away from traffic and the
hazardous material.
2.
A traffic pattern around the hazardous material is established.
3.
Broadcast to communications a description of the hazardous material to include color, state
(liquid, gas, solid), odor and size.
4.
Ensure that a patrol sergeant and police department Public Information Officer are notified.

Traffic crashes resulting in a fatality that does not result in criminal charges must be turned in within __ days of the person(s) death. Any extension that is needed shall be approved by the Traffic Unit Supervisor.
30 Days
Traffic crashes that result in a fatality that do result in criminal charges must be turned in within __ days of
the person(s) death. Any extension must be approved by the Traffic Unit Supervisor.
60 Days
Per F.S.S. ___________; the law enforcement officer shall complete a short-form crash report or provide a driver’s exchange of information form to all parties involved in the crash.

Vehicles that are disabled, obstructing the roadway or for any other reason must be towed, will be promptly
removed by a licensed tow company. If the owner has not provided for removal of their vehicle, the officer
will request a city contract tow truck via the dispatcher. The officer will record on the crash or supplement
report the following information:
- Time and date the tow was requested and completed
- Name of requesting member and the location from which the vehicle was removed.
- Destination of towed vehicle.
- Reason for removal.
- Name of towing service removing the vehicle.
- Inventory of contents if applicable.
- Indication of whether or not a “hold” is to be placed on the vehicle.
