Definition of a ROAD
Any highway and any other road to which the public has access, and includes bridges over which a road passes.

Definition of a HIGHWAY
The whole or a part of a highway other than a ferry or waterway. Where a highway passes over a bridge or through a tunnel, that bridge or tunnel is to be taken for the purpose of the Act to be a part of the highway.

Definition of a CARRIAGEWAY
A way constituting or comprised in a highway, being a way(other than cycle track) over which the public have a right of way for the passage of vehicles.

Definition of a DRIVER
Where a separate person acts as a steersman of a motor vehicle: it includes that person as well as any other person engaged in the driving of the vehicle, and ‘drive’ is to be interpreted accordingly.

If a person drives a mechanically propelled vehicle on a road or other public place without due care and attention, or without reasonable consideration for other persons using the road or public place, they are guilty of an offence.
Section 34 of the RTA 1988- driving not on a road.
If without lawful authority a person drives a MPV on to or upon any common land, moorland or land of any description, not being land forming part of a road, or on any road being a footpath, bridalway or restricted byway.
Causing danger to road-users

A person is guilty of an offence If he intentionally and without lawful authority or reasonable cause-
Causes anything to be on or over a road
OR
Interferes with a motor vehicle, trailer or cycle
OR
Interferes (directly or indirectly) with traffic equipment,
In such circumstances that it would be obvious to a reasonable person that to do so would be dangerous.
