311.01 PLACING INJURIOUS MATERIAL, SNOW OR OBSTRUCTION IN STREET.

A

(a) No person shall place or knowingly drop upon any part of a street, highway or alley any tacks, bottles, wire, glass, nails or other articles which may damage or injure any person, vehicle or animal traveling along or upon such street, except such substances that may be placed upon the roadway by proper authority for the repair or construction thereof.
(b) Any person who drops or permits to be dropped or thrown upon any street any noxious, destructive or injurious material shall immediately remove the same.
(c) Any person authorized to remove a wrecked or damaged vehicle from a street shall remove any glass or other injurious substance dropped upon the street from such vehicle.
(d) No person shall place any obstruction in or upon a street without proper authority.
(e) No person, with intent to cause physical harm to a person or vehicle, shall place or knowingly drop upon any part of a highway, lane, road, street or alley any tacks, bottles, wire, glass, nails or other articles which may damage or injure any person, vehicle or animal traveling along or upon such highway, except such substances that may be placed upon the roadway by proper authority for the repair or construction thereof.
(f) No person shall knowingly place or cause to be placed on any City street or public highway snow and/or ice from private property.
(g) No person shall place or knowingly drop upon any part of a street, highway or alley, grass clippings and/or leaves from private property.

311.02 PARADES AND ASSEMBLAGES.
(a) No person, group of persons or organization shall conduct or participate in any parade, assemblage or procession other than a funeral procession upon any street or highway, or block off any street or highway area, without first obtaining a permit from the Director of Public Safety.
Applications for such permits shall be made on such forms as may be prescribed and shall contain such information as is reasonably necessary to a fair determination of whether a permit should be issued. Applications shall be filed not less than five days before the time intended for such parade, procession or assemblage.

311.03 TOY VEHICLES ON STREETS.

A

(a) No person on roller skates or riding in or by means of any sled, toy vehicle, skateboard or similar device shall go upon any roadway except while crossing a street on a crosswalk and except on streets set aside as play streets.

311.04 MERCHANDISE DISPLAYS.

A

(a) No person shall use any street or sidewalk area, including the lateral strip area between the street and sidewalk, for the display of merchandise or for any advertising display without the written permission of the Director of Public Safety, or his duly authorized agent.

311.05 SNOW REMOVAL PERMIT

A

REQUIRED; RESTRICTIONS; APPLICATION; FEE.

(a) No person shall knowingly push or place or cause to be pushed or placed on any City street or highway snow and/or ice that has been removed from any parking lot, driveway, driveway apron, sidewalk or any other area.
(b) No person shall knowingly push or place or cause to be pushed or placed snow and/or ice onto any neighboring private property, without the consent of said neighbor.
(c) No person shall remove snow with a motor vehicle from any place in the City without first obtaining a permit to do so from the Division of Police.
(d) Prior to the issuance of each permit, the applicant shall furnish the make, model, serial number and license number of the motor vehicle to be used and the name, address and phone number of the applicant’s liability insurance carrier. Each applicant shall pay an application fee of ten dollars ($10.00) for such permit for each vehicle. The maximum fee for one applicant, regardless of the number of vehicles owned or leased by him, shall not exceed fifty dollars ($50.00). The permit shall be valid from October 1st to May 1st of each year.
(e) No person shall place or cause to be placed any snow and/or ice around or in front of any fire hydrant and/or fire protection device upon any property either public or private, that will hinder or prevent the Fire Division from performing its firefighting duties.
