TORS Flashcards
Mission
To provide extraordinary operation support on a 24-hour basis to the tactical operations group with the intent of resolving high risk situations without loss of life, injury to persons or damage to property.
Charter
The TORS, in conjunction with the TOU can be activated for the following High-Risk situations.
* Containing siege and armed offender situations,
* Resolving siege / hostage situations, including the use of force,
* Arresting armed and dangerous offenders in high-risk situations,
* Conducting high risk searches of premises,
* Escorts deemed to be of a high-risk nature,
* Escorting and security of internationally protected persons (IPPs), heads of state and holders of high public office assessed at risk,
* Providing support services for major operations considered high risk.
High-level
Situation is currently very tense. Indicates that negotiations are not proceeding smoothly. Threats have been made.

6. No train/eat/sleep
Low-level
Situation is currently calm. Normally indicates that negotiations are proceeding smoothly.

4. Remain in holding area
5. Remain in contact
6. Train/eat/administration
