Objectives of the ISPS Code
1. To establish an international framework involving co-operation between Contracting Governments, Government agencies, local administrations and the shipping and port industries to detect security threats and take preventive measures against security incidents affecting ships or port facilities used in international trade;
2. To establish the respective roles and responsibilities of the Contracting Governments, Government agencies, local administrations and the shipping and port industries, at the national and international level for ensuring maritime security;
3. To ensure the early and efficient collection and exchange of security-related information;
4. To provide a methodology for security assessments so as to have in place plans and procedures to react to changing security levels; and
5. To ensure confidence that adequate and proportionate maritime security measures are in place.

c) 8.6 PRECAUTIONS WHEN APPROACHING A HIGH RISK AREA
The fundamentals of best practices to avoid attack by pirates and armed robbers are:
• Conduct thorough, ship-specific pre-voyage threat and risk assessments to identify appropriate Ship Protection Measures (SPMs).
• Implement SPMs as identified in the pre-voyage risk assessment. Companies may wish to provide additional equipment or manpower as a means of further reducing risk. If attackers cannot board a ship they cannot hijack it.
• Ships should register in accordance with the requirements of any Voluntary
Reporting Area (VRA) they are transiting.
• Ships are strongly encouraged to report daily when operating in in a VRA either by email or phone using the relevant Ship Position Reporting - Daily Position.
Particularly vulnerable ships will be noted and monitored.

A proper, visible lookout is the most effective method of ship protection. It can help identify a suspicious approach or attack early on, allows defences to be deployed and, can serve as an effective deterrent to would-be attackers.

a)Objectives of the ISPS Code

Contracting Governments, Government agencies, local administrations and the shipping and port industries to detect security threats and take preventive measures against security incidents affecting ships or port facilities used in international trade;
2. To establish the respective roles and responsibilities of the Contracting Governments, Government agencies, local administrations and the shipping and port industries, at the national and international level for ensuring maritime security;

b) AIS Carriage Requirements
SOLAS Chapter V, Regulation 19 requires the following vessels to be equipped with AIS:
• All ships of 300gt and upwards engaged on international voyages
• Cargo ships of 500gt and upwards not engaged on international voyages
• Passenger ships irrespective of size

c) Action to be Taken Upon Discovery of Stowaways
The master’s responsibilities are detailed in MGN 70 as follows:
The master must endeavour
• To make every effort to determine immediately the port of embarkation of the stowaway;
• To make every effort to establish the identity, including the nationality / citizenship of the stowaway;
• To prepare a statement containing all information relevant to the stowaway, in accordance with information specified in the standard document annexed to the Guidelines in MGN 70, for presentation to the appropriate authorities;
• To notify the existence of a stowaway and any relevant details to his shipowner and appropriate authorities at the port of embarkation, the next port of call and the flag State;
• Not to depart from his planned voyage to seek the disembarkation of a stowaway to any country unless repatriation has been arranged with sufficient documentation and permission given for disembarkation, or unless there are extenuating security or compassionate reasons;
• To ensure that the stowaway is presented to appropriate authorities at the next port of call in accordance with their requirements;
• To take appropriate measures to ensure the security, general health, welfare and safety of the stowaway, until disembarkation.

A ship that is compliant with the ISPS Code must have an International Ship Security
Certificate (ISSC).

requiring the maintenance of communication protocols for ships and port facilities;
• preventing unauthorized access to ships, port facilities and their restricted areas;
• Preventing the introduction of unauthorised weapons or explosives
explosives to ships or port facilities;
• providing means for raising the alarm in reaction to security threats or security incidents;
• requiring ship and port facility security plans based upon security assessments;
and
• requiring training, drills and exrecises

On approaching port:
In every case, the agent should be notified of the presence of stowaways in advance of arrival. Many countries impose very heavy penalties on masters who fail to ensure that stowaways are kept securely on board in port.

The stowaways should be locked securely in their accommodation when approaching port to ensure that they don’t escape.
Inform all appropriate port authorities of the presence of stowaways on board, including immigration and port health.
