a. Who is responsible for the overall safety of the ship?

What is the purpose of the Safe Manning Certificate?
It states the minimum safe manning requirements for the ship as stipulated in the Safe Manning Regulations or as determined by the Principal Officer.
What is a night order book and who is responsible for it?
The night order book contains instructions specific to the officer of the watch (OOW) in given situations and are supplementary to any standing or company instructions.
They are issued by the master and cover the periods when he is expected not to be on the bridge at night.
Each OOW is required to sign that has read and understands the night order book.
The instructions in the night order book will allow the OOW to take action to ensure the safety of the ship and allow sufficient time for the master to take command.
The master and each OOW is responsible for the night order book. The OOW being relieved has to bring it to the attention of the officer taking over the watch.
