Operation without MEL 91.213 = Plane may continue to be airworthy if inop equipment is:

  1. not part of VFR-day type certification instruments and equipment
  2. not indicated as required on the aircraft’s equipment list
  3. not required by FAR
  4. not required by AD

INOP instruments or equipment must be removed from airplane with cockpit control placarded and maintenance properly recorded, OR deactivated and placarded INOP.
