Still
Encore and toujours have several meanings and can overlap when either is used to mean still.
Still is the natural meaning of either when used to express an ongoing state of affairs:
Est-il encore / toujours là? (Is he still here?)
Where an action is completed, encore means “again”:
Il a encore perdu sa clef (he has lost his keys again)
Where used to modify a noun phrase, it means “still more, further”:
Encore du pain s’il vous plait.
