- io’s are instruments ffor powerful states to pursue their national interests
- states make cost-beenfit calculations and then decide it its wise to use an io or not
liberal institutionalism
- states are unitary actors but they are independent
- io’s enable cooperation among states by reducing transaction costs
- cooperation games: by creating these frameworks for states to interact repeatedly, the cooperation costs are reduced- states learn eachothers behaviour and reactions
