IMF switched to PRSP’s because they needed a way to globalize third world countries; before the policies were implemented, countries needed a written constitution approved by IMF executive board

no, TW countries were heavily influenced by FW countries, manufacturing consent as TW country had no choice but to adopt the constitutions, many american scholars went to TW countries to ‘help’ write the consitution
