A

institutions are just the rules of the game that guide interactions among states ex: electoral rules, federalism, soverignty, trade liebralization

A

they reveal states interests and show trustworthiness. the decision to join an org can be politically costly b/c concessions, shows committment to a line of policies. EX: china joining WTO, Weapons inspectors
ALSO allocate power and influence among states and can lock in existing power arrangements ex: P5 on UN security council
