it symbolizes a memory Montag has of his childhood when he was putting sand in a sieve. this is symbolic because of when Montag was trying to memorize passages in the bible but a toothpaste ad kept playing thus making it difficult for him to retain the information. The sieve symbolizes the toothpaste ad and the sand symbolizes the knowledge that Montag is trying to retain.
