He was critical of parliament he was absent and he made other groups feel alienated he was unable to handle debate without seeing it as disloyalty and therefore increased rebellion
Parliament strengths
- They all oppose Charles is abuse of personal rule

- Already made measures to resolve grievances such as abolishing ship money and regulated tonnage and poundage they also impeached Wentworth and prevented dissolution without consent
