No. He or she can report to a committee but the Product Owner can be only one person.
What are the two main characteristics of a Development Team?

A Development Team is self-organizing and cross functional.
Self-organizing because they decide how to turn Product Backlog into functional increments.
Cross-functional because they are self-contained. They have all the skills they need without depending upon others.
What’s the best size for a Development Team and why?
3 to 9 is recommended.
Less than 3 and you don’t have enough differing opinions or people or skills to do the work.
More than 9 is too difficult for communications and work.
If the Product Owner or Scrum Master do actual work on the team, they can be in your 3 - 9 count.
Do Product Owners or Scrum Masters actually work on the development.
They can or cannot, it depends.
If they do work on actual development, they are part of the 3 - 9 optimal count for a development team.
The Scrum Master has a very special function on a Scrum Team. What is that name or function?

The Scrum Master is the servant-leader of their Scrum Team. It’s a very special role for following Scrum on the team and teach the outside organization how to respect his/her Scrum team and its methods.

Our organization has 2 week Sprints.

The heart of a Scrum sprint is a time box of 4 weeks and the accomplishment of a “Done” is created.
Our organization uses 2 weeks for a Sprint.
Can a Sprint be cancelled?
Yes, but it’s rare.
Rare because the Sprint lengths are usually 4 weeks or less. Also rare because Sprint cancellations are often traumatic to the Scrum Team.
Who has the authority to cancel a Sprint?
The Product Owner with advice from their Scrum Team.
