as an ass comm, he and Nassau Senior wrote report between them, he wrote 2nd part - setting out remedial measures that had to be taken if poor laws were to be put onto a sound footing

Chadwick had written before report had been finalised, contained two important recommendations: firstly that local control of poor relief should be vested in elect boards of guardians, secondly that magistrates could become ‘ex officio’PL guardians - BOTH IMPLEMENTED
Nassau Senior recommended his appointment as one of three comms
but was overruled by cabinet, believing Chadwick wasn’t of sufficient rank to make his appointment acceptable, instead made secretary to commission
