The Dawes Plan was only ever intended to be a temporary settlement of the reparations issue.

Why were the allied forces still a problem ?
A
Although the French and Belgians left the Ruhr by 1925, allied forces remained in occupation of the Rhineland and the French would not agree to withdraw these forces until a final settlement of the reparation issue had been agreed.
