- popular sovereignty-gov receives its power from the people and only governs with their consent. 2.limited gov-not all powerful and officials are not above the law 3. separation of powers-power of gov is divided between legislative, judicial, and executive branches 4.checks and balances-each branch has the built in authority to restrain the authority of the other two 5.judicial review-federal courts have the power of reviewing gov acts and nullifying any that violate the provision of the constitution 6.federalism- power is divided between central gov and smaller local govs

- population-must have people(# does not relate to existence) 2.territory-must be comprised of land with known and recognized boundaries 3. sovereignty-has a supreme and absolute power within its own territory and decides its own foreign and domestic policies 4.government-every state has a politically organized government

1.force theory- one person or small group took control of an area and forced all within it to that persons or groups rule 2.evolutionary theory-state evolved naturally out of early family 3.divine right theory-God created the state and gives those of royal birth a ‘divine right’ to rule 4.social contract theory-state arose out of a voluntary act of free people
