what is the park model?
Its aim is to show the effects of a hazard on quality of life over a sequence of time.
what is the park model also known as?
keep this in mind those examiners love to trip you up in the exam.
Disaster response curve (DPC)
what happens in stage 1?
This occurs prior to the event and shows that quality of life is at its normal equilibrium level.
what occurs at stage 2?
Where the hazard occurs and, again, at this point quality of life is at normal level.
what happens in stage 3?
Where the event has happened and search and rescue is underway. The quality of life drops at this stage and stays low for several hours up to several days depending on the severity of the hazard and the level of development of the region/country.
what occurs in stage 4?
Where relief strategies are underway and there is an organised programme of help. It can take a variable amount of time, from hours and days to weeks and months to reach this stage, but quality of life improves at this time.
what happens in stage 5?
Refers to long term human response; rebuilding and restoring normality. Quality of life returns to normal and in some cases can be higher than it was originally; especially if the repairs improve on the old infrastructure etc
what is measured on the y-axis?
- Quality of life
- Level of economic activity
- Social stability
- Communications and service levels
what does the x-axis measure?
TIME
- pre-disaster
- Relief: hrs-days
- Rehabilitation: days - weeks
- Reconstruction: weeks - yrs
two things measured on the deterioration curve?
- disruption
- recovery
what happens during disruption?
relief and rehabilitation period, often with ‘outside’ help through national and international agencies
what happens during recovery stage?
nature of recovery related to:
- the need to reduce vulnerability
- the desire to increase self reliance
- goal of restoring normality asap
two outcomes at end of curve

- Return to normality
- or could unfortunately be worse off
