Because, gunboat ‘panther’ sent to port of agadir by Germans to protect Germs interests in Moro.

- Britain more convinced germ wanted to dominate Europe.

Bri built Dreadnought from 1906 (Germ boats called funf minuten). Dominance now depended on no. Of dreadnaughts. (Germ felt if they catch up and began building ships so it could be great naval power too).

All alliances were secret so each side did not know terms were defensive.

Serbia became the dominant country in the area after the wars. AH was concerned and began to look for an excuse to defeat and prevent break up of its empire.
