Why do we need orders in council?
Because it allows laws to be passed in emergency situations without the need for going through the stages of flow of a bill so that the act is passed when we need it rather than in hindsight
Why do we need bylaws?
It saves parliament time by sharing the powers around the country and means they can focus on larger issues like brexit and covid rather than local issues. Local authorities also know their area better than the government ministers so the bylaws will be tailored more to them
Why do we need statutory instruments?
Because govt ministers have to consult the necessary parties and experts on the subject area before the law can be passed so that they are fully informed on the topic and make a decision that represents all of the relevant people
