Capacity to enter into relations with other states
A
- Understood to signify independence from authority of other states and allows freedom of agreements.
- dependent on the willingness to enter into agreements and their interests.

Example - Taiwan isnt a state but operates as an independent entity.

Permanent Population
A
- no minimum number of inhabitants but must be permanent
Example: the Vatican city is recognised as a state with population mostly men and recruited asexually but is still classed as a state as it has a permanent population.

Defined Territory
A
Size of the territory doesn’t matter, it is whether it is being contested by another state.
Example: Kosovo claimed territory in Serbia within former Yugloslasvia. - Not a boarder dispute about the emergence of new states.
