He wanted to showcase the wines to the world, and needed a guide for outsiders.
He asked the city chamber of commerce who in turn asked the noble courtiers of the city of Bordeaux to do so, who in turn, of course, only classified the left bank estates. Its why the right bank got left out, as they weren’t well known yet. All about price and prestige.
