What did the Helsinki Accord set out?
A comprehensive framework governing relations between Eastern and Western Europe
What did the agreement tackle?
Three aspects of European politics, whihc became known as baskets.
Why were the Helsinki Accords significant?
They established a framework for managing a divided Europe
What was basket 1?
Security issues: European states pledged to respect one another’s sovereignity
What was basket 2?
Economic, cultural, scientific and environmental issues: European states pledge to co-operate on matter of mutual interest and to foster good trading relations across Europe
What was basket 3?
Human rights: European states pledged to respect the human rights of their citizens
Why were they termed baskets rather than laws?
The three baskets were pledges and could not be legally enforced
