He believed that all people are naturally selfish. And the best government was one with total control over the people.

He believed that people were responsible beings who had the natural ability to govern themselves. He believed a governments job was to protect these rights.

He believed the government be divided into three branches : executive, legislative and judicial. He also believed in separation of powers and checks and balances.
