In order to form a more perfect union, establish Justice, insure domestic tranquility, provide for the common defense, promote general welfare, secure the blessings of liberty.
Preamble
All legislative powers shall be vested in Congress, which shell consist of a Senate and House of Representatives
Article 1, Section 1
House of representatives shall be chosen every second year. Qualifications: At least 25 years of age, seven years a citizen of US, be an inhabitant when elected of the state he shall represent.
Article 1, Section 2
Original apportionment of representatives: Add the number of free persons, including those bound to service but excluding indians, plus three-fifths of other persons.

Maximum number of congressional representatives.
Shall not exceed one for every thirty thousand, but each state will have at least one representative. Article 1, section 2.
Has the power of impeachment.
House of representatives. Article 1, section 2.
Senate to be composed of two senators from each state.
Article 1, section 3.
Term of senator.
Six years, which one-third of senators elected every two years. Article 1, secion 3.
Qualifications of a senator.
Age at least thirty, citizen of US for at least nine years, and be an inhabitant of state he will represent when chosen.
Who is President of the senate?
Vice President, who shall have no vote unless the senate is equally divided.
What branch shall try all impeachments?
The Senate. Two thirds required for conviction.
Penalty for conviction of impeachment.
Removal from office and disqualification to hold office. Party convicted shall be liable and subject to indictment, trial, judgement and punishment according to the law.
Who prescribes time, places and manner of holding elections?
The legislature of each state. Article 1, section 4.
Penalty for disorderly behavior of senators or representatives.
Expulsion with two-thirds concurrence.
Emoluments.
Article 1, section 9. No person holding any office of profit or trust under them shall accept any present, emolument office or title from any King, Prince or foreign state.
Where do all bill for raising revenue originate?
The House of Representatives.
Majority required to override President’s veto by each house.
Two-thirds.
What happens if President does not return a proposed bill within ten days?
Becomes law, unless Congress by their adjournment prevents its return, in which case it does not become law.
Powers of Congress
Collect taxes, pay debts, provide for the common defense, borrow money, regulate commerce with foreign nations and among the states, establish uniform Rule of Naturalization and rules on bankruptcy, coin money, provide for the punishment of counterfeiting, establish a post office, promote science and the arts, constitute tribunals inferior to the supreme court, declare war, raise and support armies, provide and maintain a navy. Article 1, section 7.
Habeas Corpus
The writ of habeas corpus shall not be suspended unless in the case of rebellion or invasion. Article 1, Section 9.

How many electors for the presidency is each state entitled to?
A number equal to the sum of the number of senators and representatives of each respective state.
Who opens and counts all certificates and votes?
The president of the Senate (the Vice-President)
Qualifications of President
At least age 35, natural born citizen and fourteen years a resident within the United States.
