It was not fair as many old people who needed help were under the cut off line and under the earning of £31.
DLG planned to raise taxes on the propertied classes to pay for it - People’s Budget.
What is the Provision of School Meals Act 1906?
To improve National Efficiency by giving children one free meal a day.
But not all local authorities implemented it as only half the cost was paid by the Government.
What is the Administrative Provisions Act 1907?
Set up medical clinics to improve National Efficiency by having healthy children.
But it didn’t provide treatment.
What is the Children’s Charter 1908?
Protect children by abolishing parental negligence, introducing borstals, and separating children from adults in prison.
Raised resistance as people felt they were interfering.

Set maximum rates of time and piecework, and minimum wages.
Improved working conditions.

Reversed the Taff Vale Judgement.
What is the Labour Exchanges Act 1909?
Gave the unemployed somewhere to find jobs and claim benefits.
What is the National Insurance Act part 1 - health?
1912, gave families money if their breadwinner became ill, and medical care.
It deducted from the already low wages however, benefits were lost after a while.
The Conservatives objected as it took money out of industry.
What is the National Insurance Act Part 2 - unemployment?
Provided some benefits for unemployed workmen, for a limited time.
What did the Liberals do to win the 1906 election?
A strong campaign against Tariff Reform - 9 million pamphlets.
2 million pamphlets about reconstruction in South Africa.
6 million criticising the Conservative record in office.
2 million on social reform.
They weren’t the Conservatives, they were the main alternative.
